Java and Oracle

Why is it that the "Oracle/jdbc/lib" directory is not readable by
default?  I need the libraries in there to compile my code into classes
which I  can then load (loadjava) into Oracle.  I am sure there is a
reason that it defaults to non-readable, but why?
