Argosy,

As far as I am aware, the parameters specified in your UNIX environment don't have any bearing on the storage of characters in the database. By default a database is created with the 7ASCII character set. If you want it to be able to store European characters (such as accents) you must use 8WEISO8859P1 and specify this on database creation. This is because the accents present in some European languages are stored as an extra bit and the character set tells Oracle how to store them. Obviously, languages such as Chinese or Japanese also require different (multi-byte) encoding.

You can override the default NLS for display purposes, so check Oracle documentation.
