   I don't think WebDB was designed to handle a project as large as yours. It's more for compact workgroups. Its strength is in creating actual web pages, but you won't need to be making new ones all that often.

   OAS is probably a better (but more complicated choice). OAS is an integrated set of tools and programs including an OAS manager utility.

   Buy a copy of "Oracle Web Applications" - ISBN 1565926870 - it's only 200 pages and will give you a good overview. The author suggests that for a lot of data entry you might be better off using Java than PL/SQL.
   With the number of hits you expect, just winging it may not fly.
