Yep. Unless you want to experiment with public synonyms to HTF and HTP which actually pointed through a public db link to the OAS_PUBLIC schema's packages in another instance (I'm assuming you're talking about OAS v. 4). I'm also assuming you've written PL/SQL objects that make use of those packages and need the PL/SQL cartridge.
