LSNRCTL80 causes Win98 Kernel32.dll pagefault error

Hello & help!!!
I'm trying to make Personal Oracle 8 listener connect via tcp-loopback. I've been told there is a bug with Win98, this works fine on W95.... When trying to start LSNRCTL80 to start listener, it first brings up my TCP/IP dial-up adapter like I'm trying to connect to the outside, not locally, then will give me this 'Illegal action' error


LSNRCTL80 caused an invalid page fault in module KERNEL32.DLL at 015f:bff9d6f1.

Is there a way to tell LSNRCTL80.exe to NOT try using that particular area of memory & get this to work?
