Jonathan,

  1. 16-bit client must be installed in separate subdir: Example: 32-bit client : c:\ORANT 16- bit client : c:\ORAWIN
  2. 16-bit client needs a path to c:\ORAWIN
  3. 16-bit client needs ORACLE.ini ( installed by 16-bit installation , but must be in WINNT or ORAWIN subdir)
  4. in 16-bit client use Net Easy config to create new TNS name and test it using TNSPing 5 . Remember that 16-bit ODBC must use different ODBC Administrator. (using ODBC.ini not registry)

I have both installed and working on my machine. No problems.
