A few suggestions:

  1. Drop down one level from ODBC to TNS.

Use a SQL+, Sql WorkSheet, EZSQL or Golden32 to test connections.

2. TCP/IP Stuff.

  1. Make sure you do not have a DNS failure dereferencing a host name breaking your TNS. Test by hard coding the server's IP address in the correct TNSNAMES.ORA file.
  2. Try using the Oracle Utility TNSPING.EXE
  3. Try Using either NET8 Easy Config or SQL*Net Easy Config utilities
