I am also a dba for a 400 table, non-normalized, 75,000 lines of code, what's broken today, paradox db.

I do believe once the db criteria has been accurately(yea right) determined. Cost is the most important factor. The systems job is simply to facilitate the business, dba, car mechanic, doctor,... its all the same.
