If you use the database creation assistant as part of your install, you'll get a database that has a 5M tablespace called OEM_REPOSITORY. But, Sybrand is right, you have to get the OEM disk from Oracle and install it separately. There are three or four additional OEM add-on packs you can buy for tuning etc. if you wish.
