Problem with NLS_DATE_FORMAT

I would like to have my dates default to the mm/dd/yyyy format in my database. Or I should say, the developers of an app on top of the database want it that way.

I added NLS_DATE_FORMAT="MM/DD/YYYY" to my init.ora and restarted the database. No dice. If I ALTER SESSION, it works fine though. If I check the environmental variables, NLS_DATE_FORMAT is set correctly.

What parameter am I missing?
