Its just my opinion...but...
There is no best way, with Oracle tools ( including SqlPlus/Worksheet), to do a good Cross Tab...

I use Excel and link to my Oracle data thru ODBC - Use the Excel Pivot Table wizard to set it up...

Or you could use a good reporting tool like Crystal reports to create a cross-tab report, altho it may not be as flexible as an Excel Pivot table...
