URGENT: INTERNAL ERROR ORA-00600

When I try to create a public synonym I get the message that an object with that name already exists.
If i search all_objects for that object It isn't found

If I try to drop the public synonym I get the following error:

ERROR AT LINE 1 ORA-00600: Internal Error Code, ARGUMENTS [12641], [],[],[],[],[],[],[] I believe this was caused by creating the synonyms as system rather than as the specified application user, but can not be certain.
