Here we are using SqlNavigator from quests software for 10 developpers. It's really a good development tools for Oracle, and it's not so expensive than others. This tools include all the functionalities that you ask for, plus lot of others that make the coding art more easier.
In a general manner products from Quests are really useful and make a dba life more easier :)
