This is exactly the reason why Oracle has introduced partitions. In your case one partition per year in 1 table. The argument against is that a year is only a logical boundary, which shouldn't be implemented as a physical. As soon as you need to compare 98 against 97 or later on 99 agains 98, you will be in deep trouble because of the different tablenames...
