Revoking privileges problem

I am trying to revoke privileges from user A when logged in as user B. In dba_tab_privs, it shows that USER B is the grantor and the owner of the privileges I'm trying to revoke. However, I get a message that says user B can't revoke privileges it didn't grant. What's going on? Where else do I need to look to find out who can revoke these privileges?
