"No Listener" error

Hi,
We have a Oracle 8i server set up successfully on an IBM Netfinity Box running NT 4 Server. The listener is running and apparently working. However, I cannot set up a Net 8 connection from my home machine to the Oracle database. I get the following error:

ORA-12541:TNS: no listener

I am setting up my connection identical to my buddy's connection who has tested successfully:

The particulars of my machine are:
NT 4.0 workstation connected to the internet through an ADSL connection. I am trying to connect to the Oracle server through TCP/IP connection.

This is the complete message from testing the connection



Initializing first test to use userid: scott, password: tiger Attempting to connect using userid: scott The test did not succeed.
ORA-12541: TNS:no listener

There may be an error in the fields entered, or the server may not be ready for a connection.
