I tried your steps and get the following errors

ORA-01525: error in renaming data files ORA-01141: error renaming data file 2 - new file 'h:\orant\database\usr1orcl.ora' not found

ORA-01110: data file 2: 'D:\ORANT\DATABASE\USR1ORCL.ORA'
ORA-09202: sfifi: error identifying file
OSD-04002: unable to open file
O/S-Error: (OS 5) Access is denied.

BTW, I'm using Oracle 7.3.3 running on NT. The 'H:' disk is a server disk. I have full access rights to this. And yes I did copy the file over!
