ODBC Oracle cursor movement

I am developing an application in Delphi 4 using ODBC to connect to and retreive data. In attempting to move the cursor backwards I am failing in all my attempts. It seems that if I want to move the cursor up the dataset then I must reissue the SQL command and move the cursor forward to the desired row. Does any one know of a was to move the cursor backwards when using the Oracle 8 odbc driver?
