I'm running Personal Oracle 8 on a non-networked Windows 95 machine. Up until last night I was not having any problems. Now, when I choose "Start Database" from the Program Menu, it displays

ORA-12203
Can not attach to Oracle8

I don't know what resource quotas exist under Windows 95, except that I've checked disk space and all drives have plenty available.
