Oracle 8i TNS-12560 error message (Srvrmgrl)

We have currently installed Oracle 8i on NT4. I can connect to SQLPLUS without error. However, when I'm trying to run Server manager from Run off the start menu, I get the following errors:

                 TNS-12560 TNS protocol adapter error.
                 TNS-00530  protocol adapter error.
                 TNS-12204  TNS: received data refused from an application.
