oas forms runtime load time - help!

I am looking for help on how to speed up the load time for the forms runtime on the OAS.
Currently from requesting the static page to the point I get a login box is approx. 28 secs on our lan. across our T1 wan this degrades to approx. 34 secs but both times are unacceptable. I would like to lower this time to under 10 secs. if possible.
The static text "Loading Java Applet..." comes up quickly (< 1 sec) the dead time is from that point to the login popup.

What hardware or software or tuning can we through at this to lower this time (hopefully) to an acceptable level?

We are running the OAS on an NT4.0 SP4 on a Dual P2, 400Mhz with 512K L2 cache and 1Gb Ram and we are using the Oracle web app server 3.0.1, jinitiator 1.1.5.2.1 and forms 5.
The database is 8.0.4 (a double upgrade -> 8.0.5 -> 8i is planned) on an HP D280 with under HP/UX10.2 and has been highly tuned for database access speed. In fact interacting with the database directly or using the forms 5 client/server model with the exact same application we don't have any time problems. I know there are later versions of all of the software, but, please, only mention them if it will improve performance in reaching the login prompt.
