I assume that the Oracle 8.x server software has already been installed on a server by a DBA.

Usually you install PowerBuilder on the client machine, making sure that you select native Oracle 8.x drivers. Next, get the Oracle 8.x CD and install the client tools on the client machine. At that time you will be asked for the IP address or name of the server and the Oracle SID (system ID). This will configure the very important file called TNSNAMES.ORA. After that you should be able to tell PowerBuilder enough about your database to connect to it.
