I'm not familiar with Oracle on NT so I can't give you exact syntax, but I can give you a few things to check. First, make sure your Listener is started. You'll need this to be able to connect from client machines, and also to be able to connect with OEM. Also, for OEM to work, you need to have the Intelligent Agent installed and started. Installation is done with the Oracle Installer, and the Agent is started from the lsnrctl utility (ie lsnrctl dbsnmp_start on unix).
