One thing to check is your /etc/services file to see if port 1521 has been defined to something else.

If there is an orasrv port defined (sometimes 1525 or 1526) you might want to try using that port. (I believe orasrv is a holdover from sqlnet V1, but I could be wrong).

Also, try putting orcl in double quotes - sometimes that seems to make a difference.
