OAS 4.0 Problem!

I'm getting the following messages when involking my procedure from a HTML form.

Error occured while accessing "/cdds/owa/cdds_proc.cdds_webpkg.parseqry" at Thu Sep 09 11:37:36 1999OWS-05101:
Execution failed due to Oracle error 6550

ORA-06550: line 3, column 3:
PLS-00201: identifier 'OWA.INIT_CGI_ENV' must be declared
ORA-06550: line 3, column 3:PL/SQL: Statement ignored
ORA-06550: line 9, column 2:
PLS-00201: identifier 'OWA.GET_PAGE' must be declared
ORA-06550: line 9, column 2:PL/SQL: Statement ignored

  PL/SQL Cartridge SERVICE: cdds/cdds PROCEDURE: cdds_proc.cdds_webpkg.parseqry

I'm using flexible parameter passing is that is of any consequence. I suspect that the Web Toolkit has not been properly installed on the Database. What do you think?
