I'm not an Oracle Financials expert - however all experts advise NOT to analyze the SYS schema.

If you have run an 'analyze ....delete statistics'

This advise may change with later versions of Oracle - I would suspect at or before they withdraw RBO.(Rule Based Optimizing)
