I am assuming you are using Win 9x something. Goto bin directory look for a program name lstnrctrl or something like that... This is the control program that launches tns listener on your personal oracle 8 database. Launch it and say start.. Hopefully this will starta new listener on your machine minimize it. Then look up the tnsnames.ora files in your disk. There should be two . One is for po 8 the other is for dev.2000 and look up the name for dev 2000 and see what tnsname it uses to connect to local machine. Say a status on your lstnrctrl and see which port it uses... Then look up the same port from your tnsnames.ora file for dev2000. In the connect string type that name...
