I am probably mistaken, but I am under the impression that as long as you are only using VB or similar non-Oracle front end products you do not require Oracle licenses for your clients since SQL*Net (Net 8) are included as part of the server licensing.

As an aside, if your client can do their work on SQL Server they do not need Oracle's Enterprise Edition.
