Hm? What's the big deal? As far as I know, you only need to create a user to hold the repository schema. Grant connect (maybe resource is also needed) to that user, start OEM, log in as the user you just created and the repository should be automatically created. Of course, it is good idea to have a small separate database for repository. You may (certainly will) face some problems if you have the OEM repository in the same database, which you want to administer via OEM.

Anyway, it would help you a lot, if you took some time to Read The F*ing Manual
