Ordering table as a tree

Sample:
Table sructure

ID (Counter)

Parent (Points to Parents ID)

Name (text)

Level (Integer)

Question: Every record can have multiple (or none) "children", every record can have only one or none parents. How can I order this table as a tree, like a directory structure, for example?
