If your primary focus is programming, Oracle tools are highly portable across platforms. Developer, the most popular, can be recompiled on several hardware and OS, assuming the native look and feel.

A good start point is Oracle Developer/2000 Forms: The Practitioner's Guide Albert Lulushi, ISBN 0-13-949033-7, published by Prentice Hall
