Why don't you just simply reinstall the Oracle client? Don't use the uninstaller program, just clean the registry with regedit and delete manually all Oracle files (my experience shows that this is most reliable way to get rid of things). Then you should have nice and clean system -- all you have to do is complete new installation and hopefully those weird problems are gone.
