Start up the Personal Oracle DB.

Fire up the Oracle 8 Navigator.

From the Navigator add a user you wish to use for your development.

Fire up Designer/Developer and/or SQL*Plus.

Enter Username and Password you created.

Enter beq-local for hoststring.

...and voila!...you should be connected.
