Yes I have experience in Oracle for Netware.

No you do not need an OS (NDS) connection to be made, you can simply connect over Sqlnet SPX or TCP/IP without using a license. (Some of my test servers run 4.x and 5.x two user demo license and work fine)

Yes an application written for Oracle is an application written for Oracle thus it should run what ever the backend is.

Hmm. Not sure what you mean by administration. NDS for single point of login and NDS native nameing is great. This also lets you create users, and change rights, but I still would recommend using the more regular method.
