Server Manager Batch File Problem on Win NT

When I attempt to automatically shut down my instance using the AT scheduler, server manager gets called, but nothing else is happening. It opens server manager to the SVRMGR prompt, however it fails to proceed to the next line. Has this ever happened to anyone out there?

e:\orant\bin\svrmgr23
connect internal
shutdown immediate
exit

I am using Oracle Server 7.3.3 for Windows NT.
