Programming Development Environment/tools

Chep is an international company that is investigating the introduction of a standard development tool.

The company has decided in principle to introduce SAP/R3 running on the Oracle database as the core commercial system. There will be program development external to this system and this will include Oracle, Web support and Workstation (windows NT) access to the database.

While a unified development tool would be perfect, so as to maximise the programming development returns, the options of using "best of breed" in the various areas (e.g. Delphi on workstations) would not be discarded.

The development environments of Uniface and the Oracle Toolset have been considered, but we are interested in other programs/tools of this genre. Also if anyone has done similar comparisons/ investigations and would be willing to share their findings, it would be much appreciated.
