OCI and Unicode

Can I assume that since Oracle 8 supports UTF-8, the OCI 8 API's support UTF-8 as well? I looked through the OCI 8.1.5 Programmer's manual and found only one section talking about unicode. The section is called 'Fixed width unicode support'. But this section was very confusing. It talks how to specify UCS-2 encoding for CHAR/NCHAR variant handles. It also talks about the new 'utext' datatype that follows UCS-2 encoding scheme. But how does all that translate to Oracle 8 suporting UTF-8? I'd be very grateful for any help.
