Forms and Flat FIles using TEXTIO

I am trying to import a flat file into a Form using the TEXTIO package. (I know it would be easier to use staging tables) I am able to open the file and read from it but when I run a loop to load all files into the form it only displays the last line from the file. Any ideas how I could load it. Haven't had any success with using a pointer.

Also I would like to divide the imported line into various items within a block. Can I specify which character positions go into certain items?
