Use same Oracle Home?

I have 7.3.4 client installed on NT 4. I want to install Developer 2000 1.3. The installer tells me, "The location specified, C:\ORANT, is already used as an Oracle home for 'NT'. It cannot be used as an Oracle home for 'windows'.

Why can't I put Developer in the same location as the rest of my Oracle stuff? And if I need a different home, does that mean I need to install everything else in there?
