developing complex websites using OAS and PL/SQL?

Hello,

i have a question:

what is the best way to develop a complex interactive dynamic website, with lots of personal information and maintenance modules and complex HTML, Flash, javascript and framesets? The restrictions are that we have to develop in an oracle-environment using OAS and can only use PL/SQL stored procedures.

Any tips or thoughts about this?
