I've had exactly the same problems. I got it to work by installing WebDb in a separate OracleHome. With my first attempt I got an error message much like the second error message you describe, but in my case this had something to do with SQL*Plus which didn't work in my regular OracleHome (WebDB needs SQL*Plus for installation). When I fixed SQL*Plus the WebDb installation went fine in a sepatare OracleHome.

Can you be more specific about the error message you get when you install in a separate OracleHome?
