Installation/connection

I am installing Oracle8 personal edition locally on my PC. I also installed Oracle Developer on the same PC. The problem i keep getting is when i try to connect to SQLplus or to make a DB when I log on at the screen USER:
PASSWORD:
HOST STRING: Since it is installed locally, do i leave host string empty? When I do, or try to go through the Oracle net8 easy config it gives me this message;

ORACLE80.EXE file is linked to export NS80.DLL:nszclientroles

Can anyone help me get connected?
