Here's what the error means:

C:\>net helpmsg 2140

An internal Windows NT error occurred.

EXPLANATION A software error occurred.

ACTION Contact technical support.

Helps a lot, huh? I'm a bit confused by you saying "I have not been able to start the TNSListener80 service. ... The TNSListener service starts fine." Have you checked the status of the listener at the OS level (lsnrctl status)?
