NT 4 RAS and OEM

I have a question about using Oracle Enterprise Manager with a dial-up networking connection.
I want to manage the remote databases and do this by establishing a dial-up networking connection and use OEM for the database maintance. Whern I started testing this, using NT 4 Remote Access Service to dial-up to the network and starting Oracle Enterprise Manager, I could not automaticly discover the services, because OEM could not get the node or the Agent information.
When i tried to enter the services manualy, a TNS error occured. Accoording to Oracle, OEM could not be used with dial-up networking.

My question therefore:
Does anyone have experience with using OEM in a dial-up networking connection?
Or even better, does anyone know how to solve my problem?
