[help] libclntsh.so is up to date??

hi....
needs some help....

i'm going to compile with pro*C and nsapi.... when i executed the command 'make -f myMakefile', got an error message '$(ORACLE_LIB)/libclntsh.so is up to date'

pro*c source file is currently used in other site which acts normally...

i work with solaris 2.6 and oracle 8.0.4

what shall i do??? why did the error occurr?? please give me a mail...
