Just be careful that you don't try to declare anything after your functions
and procedures.
In your declare section, the following is illegal:
declare
v_test1 number;
procedure p_test is
begin
null;
end;
v_test2 number;
begin ----main-------------
null;
end;
The following is OK:
declare
v_test1 number;
v_test2 number;
procedure p_test is
begin
null;
end;
begin ----main-------------
null;
end;
