If you are on Win 95/98 PC, you can install Personal Oracle edition. The install program installs a starter database with scott/tiger as a user.

Of course, you can create your own database. Since I am just learning Developer /2000, I installed Personal Oracle 7.3 on my PC. I also install Developer. I start the database, then I start Developer. From within developer, I connect to the database. Right now, I am using the starter database to create tables and other objects.
