Looking for Tuning tool

We are at 7.3.4 of Oracle running on AIX/Unix platform. I am looking for a product that will perform an explain plan(listing all the access paths for all the queries) on all or selective Packages and Stored Procedures. I don't want to have to actually execute the Package or procedure to get the results.
The primary reason for having such a tool is to be able to keep a historical record of the access paths as changes occur to the procedures.

We are planning on migrating from rule to cost based optimizer. It would be very beneficial to have such a product to analyze the potential differences in access paths between the two optimizers.
