I am experiencing similar problems. However, I am using OAS 4.0.7 under NT4 SP5 and not SP5. We have two setups. On one we put OAS on its own dedicated machine and is connected a remote 8.1.5 (8i) database. With this setup (almost) everything is fine.

On the other, we installed OAS on top of a 8.0.5 DB and this is where we get the 'Please restart manully' message. If you ignore this, all the other processes will start but you will a no response message from ORB further down the line. The strange thing is that everything appears to be working. We are still at an evaulation stage so are only playing with samples provided. With the exception of the PL/SQL contents module, they all worked but much more slowly than our two machines set up.

We have 4.0.7.1 patch but have not used it as our two machines setup appears to be okay.

Another strange thing is that on both setups, we can only get the samples to work if we start the site specically. Using the all option does not connect to the database!!!

I've logged a TAR with support but any comment is welcomed.
