I've found the answer in

can find the PDF document I've attached to this.
According to this document the Oracle 8 database uses Net8 as
connection component, while any Oracle 7 tool (such as Developer 2000
2.0) uses Sql*Net. So you have to create a Sql*net alias to connect to
the database.
Following each step in the document (there's also a patch to download
from Oracle ftp site if you have Windows 98) now I'm able to use
Developer 2000 2.0 with Personal Oracle 8.
